Alaskan Eskimo language immersion: Indigenous communities shaping their future through local action. ca.14pp Abstract: Total immersion programs of second language education have recently been established by indigenous speakers of Inupiatun and Yugcetun, two of the four-to-six Alaskan Eskimo languages. Although modeled in part upon the successful French immersion programs developed by Anglophones in Quebec, they are inspired primarily by indigenous peoples' language revitalization programs in New Zealand, Hawai'i, Ontario and Greenland. The Inupiatun immersion program in Barrow, now in its third year, consists of four immersion classes, early childhood education through first grade. The Yugcetun program in Bethel is in its second year now, with two classes of immersion kindergartners and two of first graders. I summarize the origins and development of these programs, emphasizing the political forces which support and oppose them. I follow with overviews of the formal and de facto educational language policies in these new programs, highlighting how the Eskimo languages actually are used in the schools. I conclude with a discussion of the future of these approaches as models for the role of formal schooling in indigenous language revival, particularly: 1) how Native communities are involved in designing their own language plans, 2) why language policies are more likely to succeed when developed by the same people who will implement them, and 3) a caveat that language immersion in the .schools may be necessary, but is not sufficient, to reverse indigenous language shift in Native communities.
