Description:		In this video recording, people are shown carrying paddy seedlings to their respective paddy fields. As there is a shortage of water, it is distributed equally amongst the paddy cultivated based on a lottery system. This is the reason why some paddy fields are left without water, while others have plenty of water for the plantation.
